Rural Operating Assistance Program (ROAP)

The following three programs were combined to make the Rural Operating Assistance Program (ROAP). The Elderly and Disabled Transportation Assistance Program (EDTAP) provides operating assistance funds for the transportation of the state's elderly and disabled citizens. Program funds may only be used to purchase additional trips and are not to be used to supplant existing funds used for client transportation. The Work First Transitional/Employment Transportation (WF) is intended to provide operating assistance for transitional Work First and general public employment transportation needs. The funds should be used to support the employment transportation needs of individuals that are not eligible to receive benefits from the Temporary Assistance for Needy Families (TANF) programas well as employment trips for the general public. The Rural General Public Program (RGP) operating funds are intended to providetransportation services to individuals who are not human service agency clients. Discretionary RGP funds are provided to selected community transportation systems to provide expanded or additional service.
