Overview: Section 13 of S.L. 2025-47 (Senate Bill 391) authorizes cities and counties to use electronic speed-measuring systems to enforce speed limits in school zones. Local governments must adopt ordinances to allow for the civil enforcement of those speed limits, providing processes for issuing and processing citations, and providing an administrative hearing process for contesting citations. Installation of systems on North Carolina Department of Transportation right-of-way must be approved by the Department. A civil penalty of $250 must be assessed for violations, and the Division of Motor Vehicles must refuse registration of a vehicle when the owner fails to pay a penalty.
