Overview: Section 18 of S.L. 2025-94 (House Bill 926) exempts on a Statewide basis any building project managed by the State Construction Office from local zoning and development regulations. This section would also exempt projects that are both: (i) managed by The University of North Carolina or any of its constituent institutions, and (ii) are in Buncombe, Orange, Watauga, or Wake County.

This section became effective October 6, 2025.
