Overview: Section 8 of S.L. 2026-11 (Senate Bill 401) allows disposal systems for composting of equine and bovine mortality to be deemed permitted by Environmental Management Commission rule if they meet all the requirements currently in effect for composting facilities for animal mortality except for the requirement that the facilities be constructed on an impervious, weight‑bearing foundation and operated under a roof.
This section became effective June 22, 2026.
