Overview: Section 6.1 of S.L. 2025-27 (House Bill 576) sets requirements for the implementation of pilot programs for community-based capacity restoration programs and detention center capacity restoration programs. It also mandates a study to be completed by the North Carolina Department of Health and Human Services and the Administrative Office of the Courts (AOC). Those agencies are required to submit proposed legislative changes for the creation of a permanent process for capacity restoration to the Joint Legislative Oversight Committee on Health and Human Services by January 1, 2026.
