Overview: Section 19 of S.L. 2025-47 (Senate Bill 391) amends the law to allow secondary metals recyclers and salvage yards to purchase motor vehicles without a certificate of title if they comply with certain requirements and the vehicle is 12 model years old or older, whereas previously the vehicle was required to be 10 model years old or older.

This section became effective October 1, 2025.
