Overview: Section 8A.8 of S.L. 2026‑41 (Senate Bill 257) codifies the existing North Carolina Patriot Star Family Scholarship Program (Program) which provides funds to the Patriot Foundation and the Marine Corps Scholarship Foundation. The Patriot Foundation and the Marine Corps Scholarship Foundation provide scholarships to (i) eligible children and eligible spouses of certain veterans, (ii) eligible children of certain currently serving members of the Armed Forces, and (iii) eligible disabled veterans to attend eligible postsecondary institutions in the State when certain requirements have been met.
The Patriot Foundation and the Marine Corps Scholarship Foundation must submit a report to the Joint Legislative Education Oversight Committee and the Fiscal Research Division on activities related to the Program and the use of State funds by April 1 of each year that State funds available to the foundations are spent.
This section became effective July 7, 2026.
