S257 - 2026 Appropriations Act. (SL 2026-41)

Overview: Section 8.18 of S.L. 2026-41 (Senate Bill 257) provides that if a nonpublic post-secondary educational institution licensed by The University of North Carolina ceases to operate in the State, the owner of the institution must ensure that the records required to be maintained by the institution regarding the performance or grading standards for each enrolled student are transferred to the North Carolina State Archives.
If the Board of Governors of The University of North Carolina (Board) determines that these student academic records are in danger of being made unavailable to the North Carolina State Archives for any reason, including refusal by the institution to transfer those records, the Board must notify the Attorney General of the State. The Attorney General must then take appropriate action to ensure the records are retrieved and preserved at the North Carolina State Archives.
