Overview: Section 8A.11 of S.L. 2026-41 (Senate Bill 257) authorizes the State Education Assistance Authority (SEAA) to place up $15 million in unexpended funds appropriated for the Personal Education Student Accounts for Children with Disabilities (PESA) into an institutional trust fund, instead of $10 million.

Additionally, this section authorizes SEAA to use funds held in the PESA institutional trust fund to award scholarships when either of the following are met:

  • The funds required to award scholarships to eligible students for a school year exceed the funds available for the distribution of awards.
  • The funds appropriated for the PESA program in a fiscal year are insufficient to award scholarships to all eligible students.

This section became effective June 30, 2026.
