Overview: Section 7.51 of S.L. 2026-41 (Senate Bill 257) requires that the State Board of Education review the Renewal School System following the end of the 2028-2029 school year and every five years thereafter. The Renewal School System must annually report to the Superintendent of Public Instruction on the following information:

  • Proficiency data on each end-of-grade or end-of-course exam.
  • EVAAS growth data.
  • The number of former students employed, enlisted in the Armed Forces, or enrolled in a postsecondary educational program.
  • The high school graduation rate.
  • The chronic absenteeism rate. Chronic absenteeism is defined as more than 10 absences within 90 instructional days.

This section authorizes the Renewal School System to use an alternative evaluation model for evaluating teacher effectiveness rather than using the North Carolina Educator Evaluation System.

The North Carolina Collaboratory must study the effect of the Renewal School System on student outcomes and how its financial and personnel flexibilities have been utilized and report on the results of this study to the Joint Legislative Education Oversight Committee by January 15, 2028.

This section became effective July 7, 2026.
