S257 - 2026 Appropriations Act. (SL 2026-41)

Overview: Sec. 7.7 of S.L. 2026-41 (Senate Bill 257) makes the following changes to reports submitted to the Joint Legislative Education Oversight Committee (JLEOC):

  • Requires the Superintendent of Public Instruction, rather than the State Board of Education (SBE), to submit various reports to JLEOC. By March 15 of each year, the Superintendent must submit reports on low-performing schools, school improvement plans found to improve student performance, personnel actions taken in low-performing schools, and recommendations for additional legislation to improve student performance and increase local flexibility.
  • Repeals the biennial report on the implementation of the requirement to provide the Founding Principles of the United States of America and North Carolina: Civic Literacy course.
  • Repeals an annual report from the North Carolina Hospitality Education Foundation on how it uses funds to provide nationally certified programs in hospitality.
  • Repeals an annual report on the Financial Literacy Elective Course Pilot Program.
  • Moves the due date of the annual report on computer science participation from November 15 to March 15.
  • Repeals an annual report on the difference in the number of school mental health support personnel funded exclusively from the instructional support allotment in each local school administrative unit each year.
  • Renames the State of the Teaching Profession report to the Teacher Attrition and Mobility Report and changes the due date from December 15 to February 15 annually.
  • Requires the SBE to make the annual report cards for educator preparation programs available on its website by February 15, rather than December 15, of each year. The Department of Public Instruction, instead of the SBE, must annually submit the report to the JLEOC.
  • Changes the due dates of the school nutrition services report from May 15 and November 15 of each year to February 15 of each year.
  • Changes the due date of the charter school transportation grant program report from March 15 to August 15 of each year funds are awarded.
  • Changes the due date of the report on the educational effectiveness of charter schools and the effect of charter schools on local school administrative units from June 15 to August 15 of each year.
  • Requires the SBE to submit to JLEOC a copy of the annual report on compliance with the federal Individuals with Disabilities Education Act submitted to the U.S. Department of Education by no later than October 15 of each year.

This section became effective July 1, 2026.
