Overview: Section 8.7 of S.L. 2026-41 (Senate Bill 257) requires the Board of Governors of The University of North Carolina (BOG) to collaborate with the Office of State Controller and the State Chief Information Officer to develop a plan to incorporate all position and salary information for employees of (i) constituent institutions of The University of North Carolina (UNC), (ii) the UNC System Office, (iii) the State Education Assistance Authority, (iv) and any other entity under the purview of the BOG into the Building Enterprise Access for North Carolina's Core Operation Needs (BEACON) human resources payroll system. The BOG must report the plan to the Joint Legislative Education Oversight Committee and the Fiscal Research Division by April 15, 2027.
