Overview: Section 3 of S.L. 2026-59 (Senate Bill 445) and Section 3.15 of S.L. 2026-61 (House Bill 268) are identical. The provisions eliminate several deadlines for adopting rules governing accountability for the performance of educator preparation programs (EPPs).
Additionally, the provisions require the State Board of Education, in consultation with the Department of Public Instruction, The University of North Carolina System Office, the Community Colleges System Office, and the North Carolina Independent Colleges and Universities, to submit a report to the Joint Legislative Education Oversight Committee on recommendations for an EPP accountability model by October 15, 2026. The report must address any necessary changes to State law to implement the recommended accountability model.
These sections became effective August 11, 2026.
