H1123 - UNC Omnibus & Capital Contracting Law Changes. (SL 2026-9)

Overview: Part II of S.L. 2026-9 (House Bill 1123), as amended by Section 2.6 of S.L. 2026-42 (House Bill 56), requires an applicant to the North Carolina School of Science and Mathematics (NCSSM) to either (i) receive a determination by the Residency Determination Service that the applicant has established a domicile in North Carolina and maintained a domicile in North Carolina for at least 12 months, or (ii) be a child of an active duty member of the Armed Forces who is living in the State incident to active military duty. This change aligns the residency requirements for admission to NCSSM with the residency requirements to qualify as a resident for in-State tuition purposes.

This Part became effective June 19, 2026, and applies beginning with applications for admission to NCSSM for the 2028-2029 school year.
