Overview: Section 16.20 of S.L. 2026-41 (Senate Bill 257) establishes The Council of District Attorneys (Council) as an independent department within the Judicial Branch to coordinate the prosecution efforts of the various district attorneys and assist in the administration of their offices.  

The Council consists of the President of the Conference of District Attorneys (Conference), the Vice-president of the Conference, and 7 additional members of the Conference that are elected by the Conference, and the Council shall employ an executive director.

This section transfers appropriations and budget authority from the Administrative Office of the Courts (AOC) to the Council and directs the Executive Committee of the Conference to report by December 1, 2026, on a plan for the orderly transfer of this authority and any other matters needed for implementation of this section.

Provisions of this section related to elements of the transition became effective July 7, 2026.  The creation of the Council and the administration of prosecution services under that entity becomes effective July 1, 2027.
