H1104 - Improve IVC Process and Enhance Public Safety. (SL 2026-38)

Overview: Section 9 of S.L. 2026-38 (House Bill 1104) requires the North Carolina Collaboratory (Collaboratory) to study the provision of medical and behavioral health care to individuals in custody of county jails in the State and make recommendations on improving that care. The study must be done in consultation with relevant stakeholders, including the North Carolina Sheriff's Association and the Department of Health and Human Services. The Collaboratory must submit an interim report to the North Carolina Joint Legislative Oversight Committee on Health and Human Services no later than December 1, 2026, and a final report no later than March 1, 2027.
