Overview: Section 4 of S.L. 2026‑59 (Senate Bill 445) eliminates limited exceptions under which condominiums and homeowners associations (HOAs) could previously prohibit or regulate the display of an American or North Carolina flag. It also provides that in no circumstance can an HOA prohibit or regulate the display of an American or North Carolina flag that is 4' x 6' or smaller and flown in accordance with the federal Flag Code.
