H1104 - Improve Involuntary Commitment Process and Enhance Public Safety. (SL 2026-38)

Overview: Section 8 of S.L. 2026-38 (House Bill 1104) requires the Department of Health and Human Services (DHHS) to establish a working group composed of representatives from the Administrative Office of the Courts and other stakeholders to examine the systemic factors contributing to the "revolving door" pattern in which individuals cycle through arrest, detention, and involuntary commitment.
Beginning on January 1, 2027, and quarterly thereafter, DHHS must report on the findings and recommendations of the group to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division.
