Inventory of State Programs for Children and Youth in North Carolina

Mandated by Session Law 2009-126, the Program Evaluation Division will conduct an inventory of state programs that fund goods or services with the specific aim of enhancing the health, safety, or well-being of children, youth, or their families in North Carolina. For the purposes of this project, a program is a state funding stream that expended or allocated funds (from any source, including state appropriations, federal funds, or other receipts) in State Fiscal Year 2009-2010. This project is an exciting opportunity to provide the General Assembly with the first roadmap of these programs that describes how and where state funds are being spent and provides a comprehensive look at programs that typically operate in isolation from one another. The inventory will not list local service providers but will focus on state-level initiatives.

  • Expended or allocated funds in State Fiscal Year 2009-10
  • Individual providers
  • Programs that do not expend or allocate funds for goods or services for children, youth, or their families (e.g., research)
  • Did not expend or allocate any funds in State Fiscal Year 2009-10

Targeted individuals

  • Children and youth (defined as prenatal up to 18 years old)
  • Parents or legal guardians of children and youth
  • Youth 18 years and older
  • Caregivers other than parents or legal guardians

 

Focus

  • Programs that specifically target children, youth, or their families
  • Child, youth, or family health, safety, or well-being, including early care/education for children ages birth to 5
  • Programs that affect children, youth, or their families but do not specifically target them
  • Education/curriculum for school-aged children and youth (e.g., schools, libraries, museums)

This project consists of two data-collection phases. The first phase will identify programs that meet the parameters described above. Then, internet surveys will be sent to contacts for each identified program to collect program information. We will collect basic data including program goal, target population, activities, funding level, location, and type of program data collected.
