AN ACT TO APPOINT PERSONS to various public OFFICES upon the recommendation of the speaker of the house of representatives and The president pro tempore of the senate and to make corrections to previous appointments.

 

The General Assembly of North Carolina enacts:

 

PART I. SPEAKER'S RECOMMENDATIONS

SECTION 1.1.  The Honorable Hugh Blackwell of Burke County is appointed to the Education Commission of the States for a term expiring December 31, 2023.

SECTION 1.2.  Alexis T. Townsend of Burke County is appointed to the Criminal Justice Education and Training Standards Commission for a term expiring June 30, 2023, to fill the unexpired term of Stanley H. Hicks.

SECTION 1.3.  Betty Crow‑Kennedy of Cleveland County is appointed to the North Carolina Partnership for Children, Inc., Board of Directors for a term expiring December 31, 2023, to fill the unexpired term of Dr. Paul Popish.

SECTION 1.4.  Elizabeth A. Karan of Granville County is appointed to the North Carolina School of Science and Mathematics Board of Trustees for a term expiring June 30, 2025, to fill the unexpired term of Robert M. Freeman.

SECTION 1.5.  Marshall H. Ellis of Chowan County is appointed to the Commission on Indigent Defense Services for a term expiring August 31, 2024, to fill the unexpired term of William A. Anthony.

SECTION 1.6.  Lea B. Gombar of Wake County is appointed to the North Carolina Childcare Commission for a term expiring June 30, 2023, to fill the unexpired term of Perry S. Melton.

SECTION 1.7.  Russell C. King of Dare County is appointed to the North Carolina Marine Industrial Park Authority for a term expiring June 30, 2023, to fill the unexpired term of James P. Tobin.

SECTION 1.8.  Margaret E. King of Pender County is appointed to the North Carolina Board of Dietetics/Nutrition for a term expiring June 30, 2024, to fill the unexpired term of Karen Thomas.

SECTION 1.9.  Lynn M. Cooper of Granville County is appointed to the North Carolina Interpreter and Transliterator Licensing Board for a term expiring June 30, 2023, to fill the unexpired term of Cheryl White‑Smith.

SECTION 1.10.  Douglas K. Matney of Ashe County is appointed to the North Carolina Housing Partnership for a term expiring August 31, 2024, to fill the unexpired term of Brian Coyle.

SECTION 1.11.  Representative Matthew Winslow of Franklin County and Representative Ben Moss of Richmond County are appointed to the Virginia‑North Carolina High‑Speed Rail Compact Commission for terms expiring June 30, 2024, to fill the unexpired terms of Representative John Torbett of Gaston County and Representative Edward Goodwin of Chowan County.

SECTION 1.12.  The Honorable Erin Paré of Wake County is appointed to the Interstate Commission on Educational Opportunity for Military Children State Council for a term expiring December 31, 2025, to fill the unexpired term of The Honorable John Szoka.

 

PART II. PRESIDENT PRO TEMPORE'S RECOMMENDATIONS

SECTION 2.1.  James S. Walker of Mecklenburg County is appointed to the North Carolina Turnpike Authority Board for a term expiring January 14, 2027.

SECTION 2.2.  Dr. Perrin W. Jones of Pitt County is appointed to the Board of Directors of the North Carolina Institute of Medicine for a term expiring January 31, 2026.

SECTION 2.3.  Michael Gregory Patterson of Wake County is appointed to the Supplemental Retirement Board of Trustees for a term expiring June 30, 2025.

SECTION 2.4.  Jamie Norton of Lee County and Stacy M. Miller of Wake County are appointed to the North Carolina Board of Barber and Electrolysis Examiners for terms expiring March 31, 2024.

SECTION 2.5.  The Honorable Kathryn G. Harrington of Gaston County is appointed to the North Carolina Board of Transportation for a term expiring June 30, 2026, to fill the unexpired term of the Honorable Jerry W. Tillman.

SECTION 2.6.  Richard A. Epley of Burke County is appointed to the North Carolina Private Protective Services Board for a term expiring July 1, 2024, to fill the unexpired term of Nada Lawrimore.

SECTION 2.7.  David P. Sousa of Wake County is appointed to the North Carolina Medical Board for a term expiring October 31, 2024, to fill the unexpired term of Shawn P. Parker.

SECTION 2.8.  Cindi Fox Kemp of Wake County is appointed to the North Carolina Acupuncture Licensing Board for a term expiring June 30, 2025, to fill the unexpired term of Jean‑Pierre Chacon.

SECTION 2.9.  Mary W. Willis of Wake County is appointed to the North Carolina State Banking Commission for a term expiring March 31, 2024, to fill the unexpired term of Eric J. Bergevin.

SECTION 2.10.  Avis Watkins‑Smith of Harnett County is appointed to the Domestic Violence Commission for a term expiring August 31, 2023, to fill the unexpired term of Elizabeth Hunt.

SECTION 2.11.  Lauren Henderson of Davidson County is appointed to the North Carolina Child Care Commission for a term expiring June 30, 2023, to fill the unexpired term of Brittany Riggs.

SECTION 2.12.  Hampton M. Billips of Forsyth County is appointed to the Disciplinary Hearing Commission of the North Carolina State Bar for a term expiring June 30, 2024, to fill the unexpired term of Holly Audette.

SECTION 2.13.  Abena K. Jones‑Boone of Wake County is appointed to the North Carolina Recreational Therapy Licensure Board for a term expiring June 30, 2023, to fill the unexpired term of Joan Sutton.

SECTION 2.14.  Upon the recommendation of the Senate Committee on Rules, the Honorable Michael Lazzara of Onslow County is appointed to the Virginia‑North Carolina High Speed Rail Compact Commission to serve at the pleasure of the appointing authority.

 

PART III. CORRECTIONS

SECTION 3.1.  Part I of S.L. 2022‑42 reads as rewritten:

"SECTION 1.17.  Effective January 1, 2023, Dr. Rocco F. DiSanto of Burke County and Dr. Gerald W. Poplin of Stanly County are appointed to the Information Technology Strategy Board for terms expiring December 31, 2024.January 1, 2025.

"SECTION 1.19.  Effective January 1, 2023, Brian Gwyn of Cleveland County, Dr. Lawrence Nycum of Forsyth County, James "Adam" Scholar Sholar of Wake County, and Danny F. Scalise, II, of Caldwell County are appointed to the North Carolina Institute of Medicine for terms expiring December 31, 2025.December 31, 2023.

"SECTION 1.20.  Effective January 1, 2023, Joe M. Cabaleiro of Wake County, Dr. David B. Lesser Davie B. Leeser of Pitt County, Michael A. Tramber of Forsyth County, and Dr. Michael Lalor of Forsyth County are appointed to the License to Give Trust Fund Commission for terms expiring December 31, 2024.

"SECTION 1.24.  Effective January 1, 2023, John T. Cole of Alamance County, Sheriff B. Phil Howell of Ashe County, and Melanie A. Neal of Guilford County are appointed to the 911 Board for terms expiring December 31, 2025.December 31, 2026.

"SECTION 1.30.  Effective July 1, 2022, Suzanne C. Creech of Pitt County and Jerry D. Pittman Pitman of Forsyth County are appointed to the Private Protective Services Board for terms expiring July 1, 2026.July 1, 2025.

"SECTION 1.33.  Tina M. Lovings of Forsyth County is appointed to the North Carolina Respiratory Care Board for a term expiring October 1, 2024, October 31, 2024, to fill the unexpired term of Zach L. Phillips.

PART IV. EFFECTIVE DATE

SECTION 4.1.  Unless otherwise provided, appointments shall begin upon the effective date of this act.

SECTION 4.2.  This act is effective when it becomes law.
