HOUSE JOINT RESOLUTION 820

 

 

A JOINT RESOLUTION honoring the life and memory of arlie franklin Culp, jr., former member of the general Assembly.

 

Whereas, Arlie Franklin Culp, Jr., was born in Stanly County on April 9, 1926, to Arlie Franklin Culp, Sr., and Mary Eula Smith Culp; and

Whereas, Arlie F. Culp received his education from Stanly County public schools and Catawba College; and

Whereas, Arlie F. Culp taught school at Ramseur High School from 1950 to 1951, then served as a public health sanitarian for the Randolph County Health Department from 1951 to 1961, and served as a soil and water conservationist for the U.S. Department of Agriculture from 1961 to 1986; and

Whereas, Arlie F. Culp was active in various civic and fraternal organizations in his community, including the Randolph Rotary Club, Marietta Lodge #444 A.F. and A.M. Masonic Lodge in Ramseur, and the Asheboro Jaycees, of which he was a life member; and

Whereas, Arlie F. Culp served on the Randolph County Forest Resources Association, Randolph Livestock Improvement Association, Board of Supervisors of the Randolph County Soil and Water Conservation District, North Central Piedmont Resource Conservation and Development Council, and the Randolph County Planning Board; and

Whereas, Arlie F. Culp served with honor and distinction for nine terms in the North Carolina House of Representatives between 1989 and 2006; and

Whereas, during his tenure in the General Assembly, Arlie F. Culp served on a number of committees, including Appropriations, Congressional Redistricting, Health and Environment, Rules, Calendar, and Operation of the House and was chair of the Committee on Public Employees and vice chair of the Committee on Agriculture and Subcommittee on Aging; and

Whereas, Arlie F. Culp received the Distinguished Service Award from the Asheboro Jaycees in 1959 and the Outstanding Citizen Award and C. Odell Tyndall Award from the North Carolina Rehabilitation Association in 1998; and

Whereas, Arlie F. Culp was a veteran of the United States Navy from 1944 to 1946 and served as a crew member on a Navy patrol bomber as an aerial gunner, earning a Good Conduct Medal; and

Whereas, Arlie F. Culp was a member of Jordan Memorial United Methodist Church in Ramseur, of which he served as chief usher and a member of the men's Sunday School class; and

Whereas, Arlie F. Culp was preceded in death by his wife of 47 years, Daisy Mae Farlow Culp, and a daughter, Mary Ellen Culp; and

Whereas, Arlie F. Culp passed away on October 18, 2017, at the age of 91; and

Whereas, Arlie F. Culp is survived by a sister, Mary Culp Spires, and numerous nieces and nephews; Now, therefore,

 

Be it resolved by the House of Representatives, the Senate concurring:

 

SECTION 1.  The General Assembly honors the memory of Arlie Franklin Culp, Jr., and expresses its appreciation for the service he rendered his community, State, and nation.

SECTION 2.  The General Assembly extends its deepest sympathy to the family of Arlie Franklin Culp, Jr., for the loss of a beloved family member.

SECTION 3.  The Secretary of State shall transmit a certified copy of this resolution to the family of Arlie Franklin Culp, Jr.

SECTION 4.  This resolution is effective upon ratification.
